Interest rate cap study warns against unintended harms

A study of Illinois 36 percent rate cap shows reduced access to small loans and worsened financial well being for subprime borrowers, warning New Mexico lawmakers that H R 132 could similarly restrict credit for low income residents. The report notes 8 percent overall loan decline and 44 percent drop among subprime borrowers, with 40 percent reporting lower financial well being.
