Xcel Energy filed a 6.9 percent base rate increase with the New Mexico Public Regulation Commission to fund new infrastructure aimed at improved reliability. The proposal would raise residential bills about 9.32 dollars monthly for 1 000 kWh usage, with a 19.9 million revenue rise for Xcel in the state.
