The county issued 39 marriage licenses in April, over double 1915’s 19 and higher than 1914’s 29, with most licenses in the first half of the month. Some couples sought marriage to avoid military service, but officials stress marriage does not exempt men from future registration. The public notes marriage demand rose nationwide during the war buildup.
The Indiana conscription board named registrars for the coming military census with County Clerk Ballard Sheriff Phillips and Henry Tichenor in authority. Postmasters and township trustees will serve as registrars. one man per precinct will register all eligible youths. Registrars and board members serve without pay, and political influence is to be avoided. Governor Goodrich praised the plan, with boards voting affirmatively for gratuitous service.

New York May 1 police say two German secret agents planned to blow up a Wall Street office, spread false reports of Wilson's assassination and submarine raids, and tap telegraph wires. Wolf Hirsch and George Neiringer were arrested with a bomb and Hirsch, an ex submarine expert, worked at Roosevelt Hospital.
The United States Senate paid a spectacular tribute to Marshal Joffre and Vice Premier Viviani during their May 1 visit. Cheers echoed through the chamber as they entered, with Senator La Follette among the first and last to applaud. Vivian, speaking in French, praised America and predicted a magnificent victory aided by the United States.
