Neutral diplomats may offer to help resolve U S and Germany tensions but Secretary Lansing says no direct talks or neutral mediation until Germany withdraws its submarine decree. State department rejects neutral mediation as pro German and anti American and maintains a hard line.
Ralph Vhito and Loreen Hart were arrested on a statutory charge after being found at the woman's home on North Gibson Street. They were fined five dollars and costs in Justice Green's court and jailed.
W. D. Downey, a pioneer Princeton merchant and respected citizen, died at his home late this afternoon after an illness of several weeks.

Refugees, mostly women and children, trudged through winter rain under bombardment after seeing homes, churches, and farm implements stripped and markets dynamited. Red Cross aid aided wounded women and children in towns like Noyon.
Albert Sander and Carl Wannenberg were sentenced to two years in federal prison and fined $2,500 each after pleading guilty to sending spies to England. Judge VanFleet called the penalties inadequate and said such acts threaten war, noting the defendants may have pleaded guilty to shield others.
