A citywide fuel conservation order limits hours for shops, offices, and mills starting Monday Dec 8, with hotels and rooms remaining open at reduced light and heat. The meeting at City Hall urged compliance, urged community aid to heat those less fortunate, and discussed enforcement through a new business committee.
Chicago officials expect the coal strike to end by next Saturday as operators in five Midwest states report progress. The fuel administration seized school coal, distributing twenty thousand tons in bushel lots to relieve suffering in retirement districts amid non essential shutdowns.
In Indianapolis on December 6, strip mine operators in conference with Governor Goodrich said miners favor a six percent wage hike and will return only if union heads order it. They dispute a government order to end the strike, calling it not bona fide and accusing it of being a memograph copy. Local decision makers set retail hours to open at 10 and close at 5 beginning next week.
The grand jury investigation into coal miners, operators, and employees will span the country and date back to the war onset. District Attorney Slack says the probe may last months or years, with minutes of operator and miner meetings and government support. John L. Lewis reportedly hurried to Washington, but officials gave no confirmation.

Four Co. and E. I. passenger trains are discontinued per regional rail orders. Northbound Nos 6 and 8 and southbound Nos 5 and 7 are canceled, with No 9's arrival moved from 7 16 a m to 5 56 a m. No Southern trains are affected. coal supply remains from eastern mines.
At a Friday night meeting in the city building F J Biggs was named to appoint a committee to aid families in distress needing fuel. Members selected were W A Dill chairman the Rev Mr McMillan William Weese Mrs J R McGregor and Mrs Alva Levi. The group will seek coal surplus from nearby households and arrange distribution.
The Allies push a protocol demanding surrender of German ships in place of the sunken fleet at Scapa Flow. Britain and France prepare invasion plans, with Marshall Wilson offering the English fleet's cooperation. Twelve thousand American troops stand by for possible action as Berlin resists the terms.
