Farm chairmen shape fate of Farm Bill prospects
In Washington the two powerful figures are Agriculture Committee chairs Allen Ellender of Louisiana in the Senate and Harold Cooley of North Carolina in the House. They hold leverage to block or speed legislation, and their views help gauge chances for this session’s farm bill. Ellender predicts little change, urging a one year extension of PL 480, while urging a reexamination of farm export programs and the World Bank style aid with PL 480 and Point Four. He doubts the soil bank will decisively cut production in the next few years and criticizes billions spent on foreign production programs that compete with U.S. farmers.
