House votes immigrant lid on West Hemisphere
The House approved a policy to cap Western Hemisphere immigration at 20 000 per country yearly while keeping a 120 000 total limit. It extends Eastern Hemisphere rules to the West, expands refugee access, and prioritizes family reunification plus professional and skilled entrants.
