California gears up for Early Childhood Education push
California launches Early Childhood Education in more than 900 elementary schools to boost basic reading writing and arithmetic by third grade. State schools chief Wilson Riles says parental involvement is mandatory and districts receive extra state aid per participating child. The program expands from 12 percent this year toward full participation by 1977 78 with incentives for districts to raise achievement.
