Philippines pledge to honor dollar obligations to U.S.
Foreign Secretary Romulo announced that the Philippines would meet all dollar obligations to the United States despite President Marcos’s martial law order. He cited reserves to cover maturities and defended mass arrests as targeting subversives, not opposition leaders, naming Roque Ablay Jr., Rafael Aquino, and Lino Bocalan among those detained. Marcos, by phone, said he began an antigraft drive and dismissed Gov. Jose Evangelista from the public service post.

Martial law decree curbs news coverage in Philippines
Under martial law, the government allows one daily newspaper to resume and permits a single TV network and three radio stations back on air. Presidential secretary Francisco S. Tatad said coverage must be straight and objective with no columns or opinions and limited advertising. Foreign correspondents are bound by the same rules. Police actions followed the declaration and the arrest of several journalists and politicians.
