Hicks Surges In Boston City Council Primaries
Louise Day Hicks, former mayoral challenger, tops Boston council primary with 46,608 votes, about 11,000 more than incumbent Joseph F. Timilty. Hicks, a longtime opponent of busing, looms as a threat to the Nov. 4 field as she campaigns against the state school racial balance law. In other races, Thomas Atkins, the only Black member of the council, finished 13th.

Senate Approves Housing Bill Including Mobile Home Subsidy
The Senate passed a $6.3 billion housing bill for fiscal 1970 and 1971 authorizing FHA mortgages on mobile homes and creating a rent subsidy for public housing tenants paying more than 25 percent of income. If income is zero, the government covers all rent. The House debates a separate $3 billion measure without the subsidy. An amendment raised public housing construction per-room costs to $4,300 in high-cost areas, aiding cities facing limits on building units.
