Lawmakership earning limits for Social Security recipients
Washington lawmakers across parties debated earnings limits for Social Security recipients at a two day hearing by the House Government Operations subcommittee. Currently recipients may earn up to 1600 dollars a year without losing benefits, a limit some urged to raise or remove. Social Security Commissioner Ball warned raising the cap would cost about two billion dollars, arguing Social Security is insurance against retirement rather than an annuity, while Goldwater pressed for full grants regardless of earnings. Rep Collins Dill noted the low cap discourages work in his district. Ball pledged a memorandum on the cost of a four thousand dollar limit.

Policy on grants and income effects debated in subcommittee
The discussion notes that most grants are raised to offset living costs but can reduce real income. Ball cites a 1.2 million eligible Americans for both payments while Randall D Mo suggests most of that group may be in their district. He says further subcommittee hearings are planned.
