Congress says veterans education aid lagging behind
A 339 page Congressional report by Educational Testing Service concludes that World War II GI bill benefits do not cover living costs for many veterans and calls for higher tuition, fees, books and supplies allowances. It notes 220 per month for a single veteran falls short of U.S. average earnings. VA disputes major changes, stressing GI bills do not cover all expenses. Ex-GIs increasingly use public colleges due to rising costs.

U.S. pledges $540 million boost for schools next year
The HEW plans to consolidate 11 grant programs into a single funding stream, forward fund elementary and secondary education at $540 million above the initial 1974 request, and seek revenue sharing to stabilize aid for needy and disabled students. White House officials assert the half billion commitment remains intact despite potential vetoes or impoundment. The plan, outlined in a letter to Congressman Perkins, also proposes phasing out certain impact aid funds and maintains Marland's resignation for personal reasons.
