State OKs antismog kit and stricter car rules
California directed automakers to ensure new cars meet exhaust standards and approved a first exhaust control device for 1955 to 1965 models. Assembly testing starts next year, with used-car devices required on ownership transfers after stock buildup. Meisinger of Air Pollution Control Inc. said devices will be public in about five months. Gov Reagan also signed legislation for line tests and devices for 1985 models, plus fuel and waste rules. Spokesmen sought more time and testing flexibility.
