California alcohol tax plan vetoed amid reform push

Gov Brown rejected arguments from supporters of SB2M proposing a tax increase on wine spirits and beer to fund alcoholism treatment. The measure would shift burden to heavy drinkers, aiming to add detox centers in every county by 1972, yet the wine and beer lobbies altered or blocked portions, leaving taxes among the nation's lowest. The debate highlighted the liquor industry's influence and calls for expanded treatment versus broader tax hikes.
