War fund cutoffs debated in large defense bill
The House faced defeats for a plan to halt U.S. aid to Indochina within four months unless POWs are freed and missing service members accounted for. The $74.6 billion defense bill includes amendments on GI duties, civilian replacements, and troop withdrawal timing, with mixed support from lawmakers. The Appropriations Committee trimmed civilian turnover funding and urged delaying service reforms to preserve Army and Navy manpower.
