Nine Contra Costa deputies tied to construction theft case
Two more deputies were arrested bringing the total to nine in a Contra Costa County construction theft scandal. Jerry Lee Menderson of Vacaville and Donald R. Owen of Concord face charges or investigations related to thefts from a construction site in El Sobrante and a June 1973 burglary, as sheriff Ramseys said more arrests likely conclude the case.
