Mandatory rape sentencing setback in California Assembly
SACRAMENTO AP The Assembly shelved a bill by Sen. Alan Robbins that would mandate prison terms of at least three years for a second rape conviction. The 41 to 27 vote sent the measure back to Criminal Justice Committee for a new hearing, delaying any effect until 1977. Supporters cited concerns over cross-state bias and legal loopholes, while opponents warned against blanket penalties.
