Bill on regional air board nears passage in California
Long Beach reporters describe a bill to replace the county Air Pollution Control District with a six county regional air quality board. The measure, passed by the Assembly and approved by the Senate Finance Committee, would fund enforcement via a gas tax and a one cent per emission levy on stationary polluters. Critics warn of reduced local control and increased costs.

Open meetings law to cover state Legislature advances
California Legislature backs two measures to extend the state’s tough open meetings law, approved 740 votes in the Assembly. One measure would amend the Constitution to require all Senate, Assembly and committee meetings be open to the public unless two thirds vote orders closure. The companion bill narrows exemptions to personnel, security, and legal matters.
