Carter Torrijos Panama Canal treaty signs amid protests
Carter and Torrijos formalized a new canal pact after 18 years of negotiations at the OAS ceremony in Washington and Panama. The deal would give Panama a greater say in canal policy, with a permanent governing board seat and a long term neutrality provision while maintaining U.S. security rights. Protests surfaced in both Panama and Washington as supporters tout the treaty’s international backing.

The Senate approved a raise of 8700 million next year's budget to fund higher farm price supports, a move approved 61 to 26. Chairman Edmund Muskie said the increased outlay could jeopardize President Carter's goal of a balanced budget by 1981, with outlays potentially reaching billions annually over five years. Senators Herman Talmadge and Bob Dole backed fiscal responsibility but warned against harming farmers and consumers to meet a budget directive.
