Court Rules Reagan Medi Cal Cuts Illegal

The court holds the state must choose between rewriting Medi Cal rules to fit the ruling or appealing for interim relief. It finds the state failed to prove proportional reductions in the program were infeasible. Medi Cal began in 1965 to fund care for about 1.5 million poor Californians, with rising costs projected to exceed $1 billion by 1968-69. Eligible include welfare recipients and those under welfare thresholds, with income limits set at $281 monthly plus $22 per dependent child.

Rap Brown in Court as Guards Guard Arraignment

Militant Black Power leader H. Rap Brown pleaded innocent today to federal gun charges. Armed guards stood on the roof and at all doors of the downtown court building during his arraignment. He remains free on a $15,000 bond. Brown’s lawyers sought an injunction against federal prosecution under the arms transport statute, arguing the law is unconstitutional and that Brown’s life has been threatened. The suit also challenges Louisiana treason and anarchist statutes, with Gov. McKeithen threatening to arrest Brown for allegedly seditious remarks.
