Army won't limit black recruitment
Washington officials report Pentagon race relations chief H Minton Francis rejects any quota on Black enlistment. He notes Black recruits at 2 percent in June, 35 percent in duty, and 31 percent last month while urging equal opportunity and stating the Army doors are wide open. He calls quotas morally indefensible and urges addressing crime and opportunity elsewhere.
