Courts Hold Up Integration in Virginia and Arkansas
Federal judges in Virginia blocked immediate integration at Norfolk and Alexandria schools while a Arkansas high school faced a student strike aimed at barring Negro students. The Virginia ruling allows potential change after the Supreme Court acts on the Little Rock case. At Van Buren Arkansas High, about 50 white boys staged a boycott but 13 Negroes attended. two Negro girls joined classes later without incident amid tense protests and an effigy burning at night.
