Black youth summer unemployment hits record high
The Labor Department reports 16 to 21 year old black youths face a 24.8 percent jobless rate this summer, with 756,000 unemployed, up 100,000 since July 1976. Whites in the same age bracket show lower rates as the Carter plan expands Job Corps centers and creates the Young Adult Conservation Corps to reach 200,000 youths.
