Ban on Offshore Drilling Proposed
A federal study released by the Joint Economic Committee urges confining drilling to land and delaying offshore operations to protect the environment. Citing the Santa Barbara oil well blowout in January 1969 and a spill off Lavisiaza coast last February, the Library of Congress environment unit calls onshore exploration safer while noting unresolved federal state issues and the high costs of offshore development. The report suggests delaying offshore leases until technology and regulation are fully in place and warns of potential irreparable damage and containment difficulties.
