West Point chief vows reform embracing change after scandal
Lt. Gen. Andrew J. Goodpaster, new superintendent of the U.S. Military Academy, says West Point will shed resistance to change and adopt most Army study recommendations. Plans include reducing required courses, curbing “beast barracks” abuse, shifting to a specialized curriculum, and finishing the first semester by Christmas to protect academics.

Panama Canal treaties face deep Senate trouble amid amendments
In Washington the Panama Canal treaties remain in deep Senate trouble despite Panamanian referendum approval and efforts by President Carter and Omar Torrijos to clarify key provisions. Amendments by Dole and Hollings would legally join the Carter Torrijos interpretation, risking a renewed bargaining round and a new Panamanian plebiscite, while some senators warn that amendments may be preferable to defeating the accords.

Carter Torrijos talks hinge on written treaty guarantees
U S rights under new pacific treaties face dispute if not written into the documents. Senators Baker Dole Hollings press for explicit language while Panamanian negotiators resent verbal assurances. Torrijos fears a written commitment could force a repudiation of his negotiators.
