Sheriff Al Cardoza blamed overcrowding inactivity and rising costs for a Solano County Jail disturbance that caused about 3000 in damage. Nineteen inmates tipped bathroom fixtures broke windows and burned towels during a 30 minute melee while prisoners were brought to the day room for breakfast. Deputies restored order and the inmates issued verbal demands which were rejected as authorities planned to discuss issues calmly.
