Willie Brown Tops veto list in California legislature
Gov Reagan vetoed 11 bills this year authored by Willie L. Brown Jr. the most of any state legislator. Senate Democratic caucus noted Sen Moscone was second with nine vetoed. Moscone’s bilingual teachers training appropriation was cut from 530000 to 20000. Brown and Moscone are San Francisco Democrats. Among Republicans, Sen John Nejedly of Walnut Creek vetoed seven bills.

California Supreme Court Refuses Rehearing on Coastal Permits
The California Supreme Court declined to reconsider its Aug. 22 ruling that coastal building permits are not required for substantial pre Feb 1 construction begun after Nov. 8 vesting rights. The San Diego Coast Regional Commission sought a rehearing, warning of loopholes and ambiguity that could let bad faith developers bypass coastal permits.
