Greatest aqueduct opens as Reagan starts pumps
Gov Reagan ordered the Ea Monston Pumping Plant to begin operations on the California Water Project. The 1 926 foot Tehachapi Mountain crossing will move water from Northern California toward Southern California at a target of up to 20 million gallons per hour, a central element of the $3 billion project. The ceremony drew about 2,600 spectators as the motors started. Construction began in 1960 after two decades of planning amid conservation protests.

Armed rebellion threat at California Senate reapportionment hearing
Miguel Garcia of the Mexican American Legal Defense Fund warned that if three million Mexican Americans do not gain adequate representation in the San Francisco State Senate redraw, they may resort to armed rebellion. The hearings on the 40 district plan drew critics from both sides, including Senator Walsh who denounced a Mexican American district as un-American. Dymally rejected race-based manipulation and warned against removing blacks to favor any group, while opponents questioned the constitutionality of creating a race based district.
