Romania and Soviet Union mend Helsinki dispute
In Helsinki talks on European security Romania and the Soviet Union resolved a diplomatic clash over a clause asserting equal sovereignty for all states in consultations outside military alliances. Romania's insistence and a compromise wording moved the negotiations toward broader agenda items as ambassadors adopted the equal-sovereignty language. The change, proposed by Romania and approved by Moscow, allows talks to proceed with states participating under full equality. Belgium and Poland sought alternate formulations, but a unified approach emerged for some issues. TRAVERSE CITY reports a separate note: three Philippine sailors were burned in a fire on the Norwegian freighter Stal Falcon, docked near Lake Michigan, with limited damage.
