Suit challenges coastal initiative as unconstitutional
Three coastal property owners Rudolph Essay Robert Kelsey and James W Cox filed a multi billion dollar suit in Superior Court seeking 509.1 billion on behalf of California property owners within 1000 yards of the coast claiming the measure confiscates private property without compensation and delays development for four years while state and regional commissions plan land use. Defendants include the State Gov Reagan and county supervisors. Dayan signals readiness to negotiate a complete Middle East settlement but offers no new proposals during talks with Secretary Rogers. Israel favors direct talks with Egypt but may accept indirect US mediated discussions.
