Army report links high crime rate to blacks in Europe
An official U S Army Europe report says blacks were responsible for most violent crimes in Europe during a 12 month period, though Maj Gen Frederic Davison challenged the figures and questioned the report’s accuracy. The study notes blacks comprise 14 percent of USAREUR’s population yet accounted for over three quarters of violent crimes. it also cites group demonstrations by black soldiers and the absence of data on white-on-black crime.

Deal Reaches Agreement on 2.1-Billion Childcare Plan
A House Senate conference pact settles on a 2.1 billion childcare development program and a private Legal Services Corporation to aid the poor. The accord sets free care for families under 4,320 a year, with charges capped at 10 percent of income over that threshold, and creates a 17 member board for the corporation. The plan also ends governors veto power over legal service grants, easing long running conflicts with CRLA.
