MWD official advances Peripheral Canal bill at hearing
Metropolitan Water District president Howard H. Hawkins told a Los Angeles hearing that the Peripheral Canal bill could win broader approval with clearer water quality language. He said the core aim is for state and federal agencies to jointly meet water quality standards in the delta, not require federal agreement to state standards. The bill would finish the State Water Project's last links, but faces opposition from Sacramento Valley farmers and others over delta water allocation and trust in federal guarantees. Hawkins cautioned the bill’s self-destruct clause should not imply a backward step in progress toward construction.

California Highway Commission backs Brown six year plan
The California Highway Commission endorsed Gov. Brown's six year 6.4 billion highway program, but urged more spending to offset inflation. It approved the plan while listing projects for future inclusion, citing I-46 in the south and I-380 and I-980 in Alameda County, and warned not all projects may be completed in the period. The panel, facing dissolution, also criticized the DOT for hoarding reserves.
