San Francisco motorists balked at rising Golden Gate Bridge tolls from seven to nine cents. Commuters paid in pennies or cut bills, while a toll collector reported low morale. Traffic slowed about four minutes during rush hour as tolls and transit fares were raised to boost annual revenue by about four million dollars.
Attorney General Griffin Bell defends the Helms plea as not a license for perjury. He says the bargain aims to deter future misconduct and notes the agreement allowed a suspended sentence. Bell discussed the case after Helms pleaded no contest to two misdemeanor counts about testifying before a Senate committee.
