Reinecke Sees Victory If Turnout Stays Light

Lt. Gov. Ed Reinecke warned that his chances to win the Republican gubernatorial nomination hinge on voter apathy. If turnout exceeds 85 percent, State Controller Houston I. Flournoy is likely to prevail. Reinecke faces a perjury indictment from a Watergate probe and may delay his campaign in the race to succeed Gov. Reagan.
