California Congressmen Seek Two-Year Death Penalty Moratorium
Rep Don Edwards and colleagues proposed a two-year suspension of the death penalty in Washington to give the Supreme Court time to rule on the cruel and unusual punishment challenge. About 640 inmates on death row could avoid execution during the pause as courts manage caseloads while awaiting a final ruling. Edwards, a Democrat from San Jose, argues the moratorium lets Congress and states review capital punishment policy.
