The Seal Beach City Council voted unanimously Monday night to assume traffic enforcement in Surfside Colony, a private community. City Atty. Karnes noted earlier May 4 that voting might be illegal without individual property owner notices, but Monday's hearing confirmed notices were delivered through Surfside Colony Ltd. board directors. Some Surfside residents objected, arguing the city should not enforce traffic laws in private roads inaccessible to the public.
