SACRAMENTO 14 The Senate s veteran Democratic leader said Wednesday that liberal senators plans to form a party caucus to challenge leadership are a futile effort. The 11 Democrats organized a Senate Democratic caucus Tuesday to oppose bipartisan, old guard control. A temporary caucus chairman noted aims to take stands on Reagan era budget and tax programs. Burns maintained no caucus has been used in his tenure and may limit participation.
