Patrick Gray III, in his first speech as FBI head, rejected calls for a full scale investigation of the bureau headed by the late J Edgar Hoover for 48 years. He indicated openness to an advisory or consulting panel but warned such a panel could impair FBI effectiveness. He said he would promote women and minorities, but not lower agent qualifications, and asserted no secret files exist. He defended the FBI as a vital American institution and pledged to defend it if charges prove invalid.
Washington lawmakers reach a compromise 18 month delay on court ordered busing as part of a $20 billion higher education bill. The pact, meant to ease a deadlock, tempers antibusing provisions while preserving desegregation aims, with July 1 1974 as a key expiration date and a planned Supreme Court review expected by summer 1973.
AFL CIO official Hert Seidman denounces a Senate Finance Committee bill that would require welfare recipients to work for $1.20 per hour with a federal subsidy to reach the minimum wage. He warns it would push employers to replace regular workers and calls for a nationwide public works program and federal welfare system reform.
