OS ANGELES RP The California Public Utilities Commission denied Richfield Oil Corp a rehearing on an order halting eight mile natural gas pipeline construction in Ventura County from Rincon Point to Casitas Springs. Southern California Edison and Southern Counties Gas Co charged unfair competition and territory invasion by Richfield. Richfield, seeking Supreme Court reversal, argues the project is a private contract beyond PUC jurisdiction. The pipeline would connect to Richfield’s larger line to Edison’s generating station.
