Sacramento UPI reports a bill regulating oversized mobiles on state highways was signed Wednesday by Governor Reagan. Assemblyman Eugene A. Chappie authored the measure, with Roseville noted in context.
Consumer advocate Roy Alpher told California Senate committee that state price controls for milk keep prices high and subsidize an uncompetitive dairy industry. He warned that consumer costs rise while farmers receive lower prices for surplus milk, calling the system a welfare program funded by higher milk prices. The heated hearings preceded a threatened statewide boycott aimed at the five cent per half gallon hike.
Governor Reagan admitted his initial 2.7 percent average pay offer to about 190000 state workers was unrealistic amid a looming strike vote. He pledged a new proposal within days including cost of living increases and a across the board raise, while confirming retroactive raises of 43.4 million for last year's judges. The talks occurred during state personnel board hearings as he addressed about 470 employees at a luncheon and urged delivery of the money despite a U.S. injunction challenge.
