The State Department of Health Care Services proposed a new Medi-Cal means test affecting about 700,000 recipients. Officials say the plan would save roughly 99 million in the first year and about 1 million annually thereafter. The proposal rewrites limits for income and personal property, expanding access for some and tightening for others, with specific cutoffs for one person and families.
