Gas tax bill would pay pollution transit costs
Sacramento The Senate Transportation Committee approved a bill to impose the state sales tax on gasoline to raise money for pollution control and transit. Authored by Sen. Alfred E. Alquist the bill would place funds in a state transit and environmental trust fund and require counties to set up transit funds. Opposed by auto clubs, the measure faces questions of equity and allocation to transportation and air research programs.

Supreme Court urged to set death penalty trial standards
The Supreme Court was asked to require states to devise juror standards for death penalty cases. Stanford professor Anthony Amsterdam argued juries need guidance, while Arkansas officials defended current procedures citing judges’ power to veto death sentences. The case could affect hundreds of inmates, including William Maxwell, a Black man condemned for raping a widow in Hot Springs.

Justices to Review Draft Objector Plea in Induction Case
The Supreme Court agreed to hear William Ward Enlert's appeal from San Francisco federal court ruling his conscien tious objector claim could be examined by his local board after induction order. Courts of appeal split on whether re evaluation is allowed once notice is mailed, with most saying it is not. Enlert, convicted of failing to submit to induction and sentenced to two years, argued the issue will recur in others facing absolute duty to decide. The 4th Circuit upheld his conviction February 2.
