Assembly votes down Reagan tax plan and passes Democratic rival
The California Assembly on Thursday approved a Democratic sponsored plan to delay the June 1 sales tax increase to July 1 1974 and use surplus funds for rebates and state projects. The measure would also save about 77 million for beaches parks and Capitol reconstruction. Gov Reagan’s plan to delay the tax increase while providing up to 20 percent rebates faced strong opposition with charges of taxpayer losses and loopholes for the wealthy.

Talks planned on evacuating California Capitol
Gov Reagan said talks will begin with legislative leaders to plan evacuating California's century-old Capitol building due to earthquake risk. The old Capitol houses key officials, is off limits to schools, and a twin-towered replacement is tentatively planned to house legislative offices.

New Senate rules kill GOPs reapportionment plan
SACRAMENTO UPI Senate reapportionment efforts faltered under new rules as SB 195 failed to clear a deadline. Harmer and Zenovich faced an uphill fight to revive the plan that would protect incumbents and redraw districts from East Los Angeles to San Bernardino while preserving Stockton. Dymally proposed a rival map creating a Los Angeles County Chicano district and safeguarding San Joaquin County. The state Supreme Court will oversee reapportionment if actions remain pending. Controller Flournoy urged the court to set aside incumbency and partisanship in drawing the plan.
