Sacramento attorney general Evelle Younger ruled that selling concealable handguns by mail within California is illegal. He said buyers must appear in person or file sworn affidavits to comply with federal and state firearm rules. The opinion notes shipments by other means are allowed after proper compliance. Law enforcement and authorized government representatives may buy concealable weapons without the five day waiting period.
