President Johnson stated the United States will send more troops to Viet Nam from time to time but gave no numbers. He announced two new White House aides, Kintner and Rostow, and said Rostow would focus on foreign policy as a catalyst of ideas. He noted continued North Vietnamese infiltration and said troop levels would rise only as military requests and presidential approval occur.
