California widow's story speeds legislation
Congress quickly passed a measure to aid families of POWs who died in captivity. The act authorizes the Pentagon to provide travel for funeral attendances, living expenses, and other allowances for relatives of deceased Vietnam-era prisoners. Senator Dole introduced the bill after a Sacramento widow, Cecile Abbott, highlighted the burden of travel costs to Arlington.
