Nixon proposes nationwide volunteer corps to aid domestic needs
President Nixon sent to Congress a plan for four national volunteer corps with a target budget of 76.33 million dollars plus two million for overhead. The measure would merge VISTA Foster Grandparents Retired Senior Volunteer Program and other programs into a new agency to oversee volunteer efforts. He would shift Peace Corps and other offices into the new agency and seek legislation to move Teacher Corps, aiming to expand innovation testing and broaden opportunities for part time and full time volunteers nationwide.

U.S. and Soviet Trade Diplomat Safety Clash
The United States and the Soviet Union accused each other of failing to protect diplomats. A Soviet embassy spokesman in Washington said a protest note to the State Department claimed a guilty party was punished for harmful acts against Russian personnel in the U.S. The State Department said the U.S. was taking vigorous action to protect Soviet diplomats and charged Moscow with failing to arrest those endangering Americans there. A bitter exchange followed between Soviet counselor Yuri D. Bubry and Adolph Dubs, head of the State Department's Soviet section, with the embassy publishing the substance of their complaint.
