Bagley pushes windfall funds to higher education and coast land

California Assemblyman William Bagley proposes using one half of the $265 million windfall from the state income tax withholding for higher education construction and land conservation. He argues pay-as-you-go financing needed to prevent college and UC construction from stalling, amid Reagan budget gaps. A separate tax note highlights slowed revenues and other tax measures, including a penny-gallon gasoline tax hike for roads. The report also notes Los Angeles County’s average age dropping to 29.6 in a 1960–70 census study, with women slightly older on average than men.
