Funds for postwar rebuilding linked to PWs release
An emissary backed by wealthy American backers proposed a plan to free U.S. POWs in exchange for rebuilding North Vietnam after the war. The effort would seek talks in Hanoi and would place ransom as a secondary aim, with funds held in a Swiss bank pending settlement. Fairfax and Crosby said the U.S. government was not backing the effort, and U.S. officials in Vientiane reportedly showed limited interest.
