Secretary Earl Butz declared a national emergency after confirming exotic Newcastle disease in California. The move authorizes eradication and indemnities, a mandatory vaccination drive, quarantines, and widespread import controls as officials warn the outbreak could threaten the 5 billion poultry industry and cost up to 500 million if unchecked.

Reagan signs bills to aid 29 000 young adults in welfare
Sacramento reports President Reagan signed emergency legislation to keep up to 29 000 18 to 20 year olds on welfare despite the age of majority change. The measures prevent large state aid losses to community colleges and extend welfare eligibility for those in school or with certain handicaps or savings plans. A separate bill would decriminalize personal marijuana possession by fines and education rather than jail, while not affecting drug sales or transport.

Assembly OKs reform to require roll-call votes
The California Assembly approved a plan to require recorded roll calls on bills and amendments, overturning a protest by Rep. Behr. The measure also covers proxy voting, allowing absent members to cast votes, a change Behr warned could invite abuse. A two-house conference is possible to reconcile Senate and Assembly positions.
